REVISION OF PENSION/FAMILY PENSION IN RESPECT OF THE PENSIONERS WHO WERE IN RECEIPT OF COMPULSORY RETIREMENT PENSION AND COMPASSIONATE ALLOWANCE UNDER RULES 40 AND 41 OF CCS (PENSION) RULES, 1972

OFFICE MEMORANDUM

Sub: Revision of pension/family pension in respect of the pensioners who were in receipt of compulsory retirement pension and compassionate allowance under Rules 40 and 41 of CCS(Pension) Rules, 1972

            The undersigned is directed say that in accordance with para 4.2 of this Department's O.M. No. 38/37/08-P&PW(A) dated 1.9.2008, the revised pension of pre-2006 pensioners shall, in no case, be lower than fifty percent of the minimum of the pay in the pay band plus the grade pay corresponding to the pre-revised pay scale from which the pensioner had retired. In the case of HAG+ and abovescales,
this will be fifty percent of the minimum of the revised pay scale.

2. Doubts have been raised in regard to the applicability of the above provision in the case of revision of pension/family pension in respect of the pensioners who were in receipt of compulsory retirement pension and compassionate allowance under Rules 40 and 41 of CCS(Pension) Rules, 1972. The matter has been  examined in the light of the instructions/orders issued after Fifth Central Pay Commission for revision of pension/family pension in such cases. It was clarified in this Department's O.M. No.45/86/97-P&PW(A) dated 25.3.2004 that the provisions of O.M. dated 17.12.1998 relating to stepping up of pension to 50% of the minimum of the revised scale of pay as on 1.1.96 of the post held by the pensioner at the time of retirement shall not be applicable in case of compulsory retirement pension and compassionate allowance.

3. It has now been decided that the benefit of para 4.2 of this Department's O.M. No. 38/37/08-P&PW(A) dated 1.9.2008 [as clarified vide O.M No. 38/37/08-P&PW(A) (pt.l) dated 3.10.2008] will not be applicable in the case of revision of pension/family pension in respect of the pensioners who were in receipt of compulsory retirement pension and compassionate allowance under Rules 40 and  41 of CCS(Pension) Rules, 1972.

4. This issues with the concurrence of Ministry of Finance (Department of
Expenditure) vide their U.O. No 152/EV/2011 dated 30.6.2011.

5. In so far as persons belonging to the Indian Audit & Accounts Departments, these orders issue after consultation with the Comptroller & Auditor General of India.

AADHAR UID Card India: All you need to know :

            Who doesn’t like being identified in the crowd? Remember how good it used to feel when as a kid we were told – ‘You, my child are unique’. Now with the Indian government shouting out loud about how they’re getting closer to giving each one of us a unique identification, it somehow seems to make even more sense. For those still new to the entire concept, the Government of India has appointed the Unique Identification Authority of India (UIDAI) agency to bring its grandiose AADHAAR project to reality. The main objective is to give every Indian citizen a Unique Identification (UID) card, multipurpose in nature. And we’ve jotted down a few things you may want to know about UID, right from the aadhar card application, enrollment procedure and next.
You may not want to mistake the UID for being just another ID card though because it isn’t. Every person issued the card will be getting a 12-digit unique number that’s going to be amassed in a central database. The number will be associated with basic census and biometric tidings like fingerprints, iris and a photograph. Crossing barriers of religion, caste and creed, the numbering technique intends getting rid of fake identities in all databases. The highlight of this project is that it is for every resident and is a biometric identification. What’s more, the process is completely free and there are no costs even for enrollment.
Enrollment
To get started, you will first need to visit your closest enrollment center to obtain an AADHAR UID card application form. If you are a resident of Maharashtra, you can find your enrollment center by hitting up AADHAR’s Enrollment Centre Locator. The various stages of enrolment include the enrolment agency operator receiving verification documents from the resident. Following this, the enroller will enter the resident data which is validated. Next, the applicant’s face photograph, iris impression and fingerprints of both hands along with thumbprints are captured. The enroller will then sign off with his/her fingerprint. Applicants are next given a receipt of acknowledgement and can expect their UID card to reach them in about 6 months time via post.
Documents Needed for UID Card:
For proof of name and photo identity any one among the following should do fine – Passport, PAN card, Ration card, Voter ID, Driving License, Bank ATM and credit cards with photo, Pensioner photo card, government photo ID cards, Freedom fighter photo card, photo ID issued by recognized educational institution, Arms license, CGHS / ECHS photo card and lastly an Address card with photo issued by the postal department.
As a proof of address, you may supply any among these – Passport, Bank Passbook, Bank Statement, Ration Card, Voter ID, Driving License, Insurance policy, government photo ID cards, NREGS Job Card, Arms License, Pensioner Card, Vehicle Registration Certificate, Registered Sale / Lease / Rent Agreement, Address Card having Photo issued by Department of Posts, Caste and Domicile Certificate having Photo issued by State Govt, Freedom Fighter Card, CGHS / ECHS Card, Income Tax Assessment Order. You can also furnish any of these receipts though they mustn’t be older than 3 months – Electricity, Water, Landline telephone, Property Tax, Credit Card statement. A letter signed by the Bank, a registered company or recognized educational institute on its letterhead having a photo on it will also do. Those having a certificate of address with photo issued by an MP or MLA Group A Gazetted Officer on letterhead or the Village Panchayat head or its equivalent authority for rural areas is also applicable.
A proof for Date of Birth is optional and if you so wish you may furnish a Birth Certificate, Passport, SSLC Book/Certificate or Certificate of Date of Birth issued by Group A Gazetted Officer on letterhead

            Advantages UID Card:
Stepping in as a handy identification card for various services, the AADHAR UID card will help when you’re opening a bank account, booking e-tickets, buying rations etc. The fact that the card cannot be duplicated whatsoever because it will include your fingerprints and iris impressions makes it all the more significant. Forming a basic and universal means of identification, it’s going to help various Registrars and Agencies across the country eventually develop identity-based applications.
Add to this the fact that once residents have enrolled for AADHAR, they can rest assured of not facing repeated Know Your Customer (KYC) checks by service providers. Residents not having sufficient identification documents wouldn’t be denied services. Whether it’s creating a bank account or obtaining a passport, the need to prove your identity time and again via documents will be a thing of the past.
The idea behind the AADHAR project is also to empower underprivileged and poor residents gain a clear proof of identity. This will help them reach out to services which were until now impossible like a formal banking system. Alongside, they’re also going to be able to avail of a range of other Government and private sector services. Migrants too get a mobility of identity as the card transforms into identity verification through one source.
In conclusion:
Being identified does mean a lot to most of us and the AADHAR UID card does look like accessibility to services is only going to get better. The project largely depends on voluntary participation and isn’t mandatory as commonly assumed. But considering the various perks of having the card, we suggest you get started right away. ‘Anytime, Anywhere, Anyhow’ authentication as UIDAI puts it doesn’t sound like a bad idea after all.

COMMITTEE ON MAIL NETWORK OPTIMIZATION

Subject: - Secretary (P) s meeting with Postal Joint Council of Action on 27.06.11, 29.06.11, 30.06.11 and 01.07.2011. Item No. 1-dealing with Mail Network optimization Project- Constitution of a Committee.

            Item No. 1 of the Charter of Demands served by Joint Council of Action alongwith the notice of threatened strike w.e.f. 05.07.2011, dealing with Mail Network Optimisation Project, was discussed at length in various meetings taken by Secretary (Posts)/Member (Operation). In the wake of the above discussions, the competent authority has decided to constitute a Committee with the following composition

2. The Committee will review the mail arrangement made as sequel to creation of Speed Post Hubs which, as represented by Staff Side are causing delay as compared to the position prevailing earlier. The Committee will also review the formation of L-I & L-II in regards to 1st Class mails.

3.         The Committee will submit its report within one month of its formation.




IMPLEMENTATION OF MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACP) –CLARIFICATIONS ON CONSTITUTION OF DIVISIONAL SERUTINY COMMITTEE
                 D.G. Posts No. 4-7/(MACP) 2009-PC             Dated 30 June,2011
            This has the reference to the Directorate letter of even No. dated 01.09.2010 vide which constitution of the Scrutiny Committee was prescribed at Divisional levels for scrutinizing the confidential reports of Postmen, PA/SAs & other Group `C` staff for the proceeding 5 years and grade the ACRs on basis of entries made by the reporting officer in it. The Committee so constituted were required to complete the exercise of grading the performance of the officials within a period of one month from the date of issue of the said order. It was clearly provided that the findings of the Committee shall require acceptance of the DPS/Regional PMG concerned and that the exercise was a one time exercise only.
2.         Service Unions have represented to the Department that the Committee has not been met and contended that the officials are not benefitted at all by its constitution. In the light of the representation made by service unions, it has accordingly been decided to make the purpose of constitution of Scrutiny Committee clear to all concerned.
3.         Hence, it is clarified that the process of communication of APAR`s (earlier ACR's) for regular promotion is equally applicable for consideration of financial ugradation under MACPS. As per existing provisions, complete APAR is required to be communicated to the official concerned from reporting year 2008-09 onward. Where an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2008-09 reckonable for assessment of his fitness in such future DPC contain final grading which are below the benchmark for next promotion, the concerned employee is to be given an opportunity to represent within 15 days of its communication before such ACRs are placed before DPC. Keeping in view the practice of writing ACRs in the Department to constitute Scrutiny Committee to scrutinize the grading based on the entries in the ACRs where there was no adverse entry exclusively for the purpose of grant of financial upgradation under MACPS. In other cases, where there was an adverse entry in the ACRs prior to reporting year 2008-09, the process of communication of the same was to be applied & representation decided in accordance with the existing provisions.
4.         Some of the Circle have also sought certain clarifications over the issue and the same are clarified as under:-

Whether the Divisional Scrutiny Committee has to just arrive at the average grading based on the grading given during the last 5 years to ease the work of the Screening Committee so that the Screening Committee can easily decide the cases fit or unfit based on average grading or the Committee has to go through all the entries, reassess the performance and award fresh grading ignoring the earlier grading given by the reporting officer/reviewing officer if found necessary ?
Scrutiny Committee ordered to constitute was required to re-assess the grading of each year based ion all the entries made in the confidential reports of the preceeding 5 years prior to reporting period 2008-09 & grade the performance as `Average`, `Good`, `Very Good` etc. as a onetime exercise. Fitness for the purpose of conferment of financial upgradation under MACP based on reassessed grading of the Scrutiny Committee was to be adjudged by the Screening Committee only after acceptance of such finding by the authority mentioned in Para 7 of order dated 01-09.2010 on constitution of the Scrutiny Committee issued by this Directorate

Whether the Divisional Scrutiny Committee can change the grading given by the reporting officer without receiving representation from the official/without disposal of representation /without intimating the initiated officer and whether such revision can be taken as authenticated for further reference. This office is of the view that the benchmark assigned by the reporting officer cannot be changed by the Committee
Grading given by the Scrutiny Committee after reassessing the ACR was required to be recorded separately without making a change in the grading given by the reporting officer/reviewing officer available on the original confidential reports. The finding of the Committee one being accepted by the authority in Para 7 was to be taken as authenticated for the only purpose of financial upgradation under MACPS

Whether the Scrutiny Committee has to carry out the scrutiny/grading of all the officials or has to carry out the grading of only those officials who are due for MACP during the year?
Scrutiny Committee was required to reassess the entries of the preceeding 5 years ACRTs prior to the reporting period 2008-09 in respect of all the officials covered by the orders in the light of the new system of communicating the entries in the APAR effective from reporting period 2008-09 initiated after 01 Apr 2009.

As the formation of the Scrutiny Committee is one time measure, whether Committee has to meet every year in the beginning and carry out the grading work in advance to facilitate the Scrutiny Committee to award financial upgradation under MACP
Since entries in APAR for reporting year 2008-09 onwards are prescribed to be communicated to the officials reported upon and representation made against the adverse entries/grading made, if any is to be decided by the competent authority & final grading is to be arrived at, no further scrutiny of the APAR would be involved. Hence the answer to this part is negative.
5.         In the light of the foregoing , it may please be ensured that where Screening Committee`s have not already met and completed the exercise the same may be got completed within one month and a division wise compliance on the completion of this exercise be sent to this office by 31st Jul 2011. In cases where the exercise has completed and the officials have not been benefitted by the above despite the fact that there was no adverse entry in the ACRs scrutinized, the process of communication ACR`s may at once be initiated and representations called for within 15 days of such communication and such representations be decided by the officer superior to the reporting officer/reviewing officer. Thereafter, Screening Committee may be constituted for consideration of grant of financial upgradation under MACPS, wherever justified and status thereof may also be reflected separately for each Division in the report to be submitted by 31.07.2011.

Rabindranath Tagore immortalized in philatelics and embroidery :

Rabindranath Tagore, the Indian Nobel Laureate in Literature, is no stranger to Egypt; he was great friends with renowned Egyptian poet Ahmed Shawqi and the words that he penned for Egypt seem almost prophetic in the aftermath of the January 25 Revolution.
He said of Egypt that it is “the land where the head is (now) held high and the mind is (now) without fear.”
The Maulana Azad Cultural Center in Cairo is organizing year-long celebrations to commemorate Tagore’s 150th birth anniversary. As part of these celebrations, two exhibitions have made it to the shores of Egypt; the first is “A Philatelic Exhibition on Tagore” and the second is an exhibition of kantha embroidered panels.
The word philately refers to the study of stamps and postal history and other related items. “A person graduates from being a mere collector of stamps into a philatelist when he delves into the postal history relating to the stamps; it is then that stamp collection morphs into a science,” Sekhar Chakrabarti, curator for the philatelic exhibition, told Daily News Egypt.
Tagore’s famous play “Dak Ghar” portrayed the post office as a symbolic messenger of hope and deliverance. The exhibition, which consists of 20 panels of commemorative stamps and other rare philatelic objects, thus seems an apt tribute to the Nobel Laureate, who was a poet, novelist, musician and painter.
Chakrabarti has a simple explanation for his interest in Tagore: “I am a Bengali and anyone who is a Bengali cannot but be inspired by him,” he said. But Tagore’s fame extended beyond the shores of India.
Tagore was a native of Bengal, which in his day was composed of both the Indian state of West Bengal as well as the modern independent nation-state of Bangladesh. Tagore was the first non-European to be awarded the Noble Prize for Literature in 1913 and was an avid traveller, having visited 30 countries on five continents during this lifetime; spurred by his curiosity to know more about the cultures and the people of the world.
The postal departments of around 20 countries have issued stamps on him and the first to bestow this honor was the erstwhile USSR, in 1961, on the occasion of Tagore’s birth centenary. Brazil, Romania, Vietnam, Bulgaria and others followed suit, with the latest addition being the one issued by Uruguay, earlier this year, to celebrate the Bengali Bard’s 150th birth anniversary.
Some of the items on display are more than a century old and belong to private collectors in India. The postal departments all over the world may be losing their functional relevance with the arrival of the electronic mail but their commemorative stamps are an important part of the history of a country.
During India’s freedom struggle against the British colonial authority, many items of patriotic postal stationery were printed and featured Tagore, who was an iconic figure in the Nationalist Movement. On display is a postcard from the year 1905 that was in circulation during the partition of the state of Bengal by the British and a symbol of the resistance and boycott of the partition by the nationalists.
The Indian Postal Department released the first stamp on Tagore in 1952, as part of a set of six stamps on leading poets and saints of India. These stamps were the first to be printed, using the photogravure technology in place of the lithographic one. Among other noteworthy exhibits is the stamp designed by Satyajit Ray, India’s most celebrated filmmaker, the design of which is based on a photograph taken during Tagore’s visit to Milan in 1926.
At the age of 60, Tagore took up painting, inspired by the beauty of a nude image he saw at an exhibition in Paris. One of the many meticulously labelled exhibits by Chakrabarti gives an insight into this aspect of Tagore’s personality and includes the display of a Rupee one denomination stamp, issued by the Postal Department of India in the year 1978, featuring an oval pensive face painted by Tagore.
An enduring art from Bengal, to which Tagore belongs, is the embroidery work known as kantha, characterized by running stitch motifs. From its humble beginnings, when the women in Bengal used old saris and cloth and layered them with kantha stitch to make quilts, it is now blazing a fashion trail, both in India and elsewhere.
The other part of the exhibition at the El Bab gallery in the Cairo Opera House complex showcases a number of panels done in kantha embroidery, telling tales from Tagore’s works and life. A total of 13 panels illustrate Tagore’s short stories, songs, poems and dance dramas and have been conceptualized by Shamlu Dudeja who has worked for over 25 years for the revival of kantha work.
A personal favorite is one that depicts the story of Kabuliwala, a poignant tale by Tagore that has also been immortalized on celluloid. It is the story of a fruit seller, Rahmet, from Afghanistan who visits Calcutta, the capital of Bengal, to sell his wares and befriends a small girl, Minnie, who reminds him of his own daughter back in Afghanistan.
The rural women, who worked on these panels, have used their imagination to conceive important scenes from the story and have painstakingly stitched them, using interesting color palettes.
The philatelic exhibition may showcase a personality who belonged to the last century and the kantha embroidered panels may depict stories, poems and plays that were written almost a century ago; but the man and his stories are relevant even today — 150 years after his birth, the legend of Tagore lives on.
The exhibition runs until July 17 at El-Bab, Cairo Opera House Complex.

Here is an important order to be checked up. Please check up whether it is implemented in your office or not. As far as my knowledge goes... this might not have implemented. The pay of the Gr.D (now MTS)  who got ACP-I and ACP-II during the period between 01-01-2006 and 31-08-2008 should be granted the Grade Pay of Rs. 1900 and  2000 (Not Rs. 1800). Refer para 2 of the order. Take up with your DA(P) and get this order implemented immediately. Give the feed back on this to the CHQ immediately.

DETAILS OF PAO CADRE RESTRUCTURING MEETING HELD ON 05-07-2011


CADRE RESTRUCTURING OF POSTAL ACCOUNTS
The Cadre Restructuring Committee appointed to go into the issue of Cadre restructuring of Sorter/LDC/DEO and JA&SA met on 05-07-2011 at 11 AM. The following members attended the meeting.

The Committee unanimously accepted the proposal of the AIPAEA and agreed to recommend the merger of Sorter/LDC/DEO with a nomenclature of Accounts Assistance with the Grade Pay of Rs.2400. It is also agreed to recommend separately the Grade Pay of Rs.4200 to Junior Accountant, Rs. 4600 to Senior Accountant & to maintain the relative parity to Stenographers and Rs.5400 to AAO (after 4 years of service in the GP of 4800). The official draft with full justification will be prepared within a week and circulated to all the members. The process for getting the approval of the competent authority will start after that. The recommendations regarding the core accounting cadres (JA &SA) will be sent to Ministry of Finance.
In addition to the above the following issues are discussed.
1.      Amendment of Recruitment Rules of LDC. It is pointed out that due to the enhancement of the qualification from 8th pass to Matriculation for the promotion to LDC cadre under Seniority cum Fitness quota; the existing seniors are denied the promotion. Hence, it is requested to amend the RRs and retain the earlier qualification of 8th pass for SCF candidates. It is agreed to suitably amend the RRs.
2.      Amendment of Recruitment Rules of Junior Accountants. It is pointed out that due to the enhancement of the qualification from Matriculation to 12th pass for the promotion to JA cadre under Seniority cum Fitness quota; the existing seniors are denied the promotion. Hence, it is requested to amend the RRs and retain the earlier qualification of Matriculation for SCF candidates. It is agreed to suitably amend the RRs.
3.       Group B status for Senior Accountants. It is requested to take a decision independent of other Organized Accounts, as the Postal Department has already brought the S.A. under Gr.B (non-gazetted) category. It is also impressed upon the DDG (PAF) the need to take a quick decision in this regard. DDG (PAF) has ordered for re-submitting the file.
4.      Rule 38 Transfers and Protection of Pay. Due to denial of Pay protection for those officials who were transferred under Rule 38, a great injustice has been perpetrated. The DDG (PAF) is in agreement of our view point and assured to find ways to undo this injustice.

SIBAL HOLDS ROUND TABLE CONSULTATIONS ON PARTNERING INDIA POST: 2012 AND BEYOND:

                Sh. Kapil Sibal, the Union Minister of Communications and Information Technology held a Round Table Conference here today with the stakeholders to deliberate upon "Partnering India Post: 2012 and Beyond". Opening the deliberations Shri Sibal said that this conference has been organized to enable this national asset to play a bigger and effective role in the socio and economic development of the nation. The deliberations will help understand the areas, methods and challenges for developing a symbiotic and long term relationship between India post and key stakeholders. This will also help department of posts to develop the future business model and its integration with the technological architecture of India post 2012 project - an ambitious programme of computerizing and digitally connecting the entire postal network which is likely to further strengthen our potentials and the capabilities.

            Key Stakeholders from Banking/ Insurance/ Telecom/ FMCG/ IT/ e-Commerce/ Logistics/ Publications/ Financial Institutions/ Government Ministries & Departments/ Industry Associations/ Academic sector participated in the Round Table conference and engaged into discussions to give shape to the India Post 2012 Project and explore strategic tie-ups with India Post as follows:-

- Public sector banks for retailing of loan products, mutual funds and other new age financial products including micro-insurance, micro-lending, livelihood linkages, pensions, and remittances etc.

- E-commerce portals.

- Logistics for semi-urban and rural areas for consumer or FMCG goods.

- Logistics for print media companies or distance education universities / institutions.

- Central Government Ministries and State Governments for data collection services, delivery of social security schemes like MGNREGS, NRHM etc through Post Office system.
India Post 2012 Project aims at transforming Department of Posts into a "Technology Enabled, Self Reliant Market Leader." This translates into 5 initiatives covering increased market share and revenues, new products and services, improved services delivery, motivated workforce and rural development.

            India Post with its vast network of 1.5 lakh Post-Offices and the huge bouquet of services including mails, logistics, finance, deposits, insurance, savings and retailing, have the potential to play an extremely vital role in accelerating economic growth.

            The participants from across the industry sectors put forth a number of ideas for symbiotic strategic tie-ups, beneficial for both India Post and business partners which were duly appreciated by Shri Kapil Sibal, Hon'ble Minister of Communications and Information Technology, Government of India making the Round Table conference a success. Shri Sachin Pilot, Hon'ble Minister of State for Communications & IT, Government of India summarized the deliberations of the round table conference at the end of the conference.

            Concluding the deliberations the Minister of State for Communications and IT, Shri Sachin Pilot said that today's consultations show that Department of Posts belongs to all. This should be a beginning for new endeavours, financial inclusion and opportunities for rural masses.
            About seventy representatives of various Departments, PSUs, Banks and corporate world participated. Secretary, Department of Posts and senior officers of the Department were also present.

Denial of MACP by applying Bench Marks prior to 2008

Non consideration of MACP even after formation of 

Screening Committee


The issue was discussed threadbare and resultantly the 

Directorate has issued detailed clarifications on this issue 

vide it’s letter No. 4-7/(MACPs)/2009-PCC Dt. 30.06.2011 

which is as follows.

(i) Where screening Committee’s have not already met, it 

should be completed within one month. (before 30.07.2011)

(ii) If screening Committee’s already met and not considered 

cases, the revised ACR should be communicated to 

concerned officials and called for his representation within 

15 days. That may be decided by the next higher officer.

(iii) The Screening Committee may be constituted thereafter, 

and consider those cases of left out early.


Secretary (P) assured that she will detail the Director (Head 

Quarters) during video conference about the impact and the 

spirit of the formation of screening Committee & orders.
