Dear Comrades,
March to Parliament a grand success
About 50000 employees and workers congregated at Jantar Mantar with a slogan on their lips “oppose PFRDA Bill” to demonstrate their strong resentment to the Government of India on privatization of pension. A delegation of leaders met the Hon’ble Prime Minister of India and apprised him of the feelings of the employees and workers on the PFRDA bill by bringing to his notice the lakhs of petitions against the bill all over the country.
I congratulate all the Postal Accounts comrades who have participated in the March braving the bad weather and inordinate delays of trains. Jaipur has participated with largest contingent followed by Jallander & Kapurthala and Delhi. Comrades from Andhra Pradesh, Ahmadabad, Bangalore, Cuttack, Lucknow, Nagpur and Raipur have participated in the programme. I thank these units and look forward for more participation from all the units in future programmes.
Meeting with Member (P) and other Authorities
I have met Ms. Yesodhara Menon, Member (P), on 23-11-11 and requested her to expedite the settlement of Rule-9 cases including the CC fraud cases. It is assured that all Rule-9 cases will be settled by the end of December,2011. For this purpose two Gr.B officers have been deployed. On 22-11-11 I along with Com. Parasher, Deputy Sec.General, NFPE met DDG Vegilence and other authorities to request the settlement of the cases. On 24-11-11, along with Com.M.Krishnan,Sec.General,NFPE, Com.KVS, Genl.Secretary P-3, I  met the Secretary, DOP on a courtesy call. Secretary General requested the Secretary, DOP to hold Departmental Council meeting and discussed other issues.  
Meeting with DDG(PAF)
On 25-11-11 afternoon I along with Com. S.B. Yadav, Deputy General Secretary and Com. K.S.Rana, Finance Secretary met the DDG(PAF) and discussed the issues relating to the PAOs. Recruitment, Sorter Gr. D anomaly, Part-II exam, AAOs R.Rs, Cadre-restructuring, Gr.B status, not granting of Grade Pay of Rs.4800 to the Senior Accountants officiating as AAOs at Chennai, not holding of DPC to grant MACP to com. R.K.Sharma, Kapurthala PAO, etc. have been discussed. It is assured that steps have been taken to get information from the field units on the status of the vacancies in all cadres vide PA wing letter dated 03-10-11. It is interesting that till now no unit has sent that information. The copy of the letter is published in this circular for the information of all the Circle Secretaries to take up the follow up action immediately. It is brought to the notice of the DDG(PAF) that there is no justification in closing the individual representations instead of settling the Gr.D and Sorter anomalies as assured earlier. It is again ferverently  requested to look into this issue with some concern and undo the injustice. Exam will be conducted on receipt of permission from the DOP&T. All the information asked by the DOP&T has been supplied by the PA wing and it is expected that the process will go on unhindered. The Cadre re-structuring file is with the Internal Finance and soon it will be going to the Postal Board. Gr. B status there is no change in the view point of the Administration. It is again argued that linking the issue with inter Departmental Committee of organized Accounts is not necessary and requested the DDG to settle the issue.   A clarification is under issue on the reference from Chennai PAO regarding the grant of 4800 GP to AAO officiating Senior Accountants.




LETTERS ADDRESSED BY CHQ

Sub: - Resolutions from Circle Associations of AIPAEA – Reg.

Sir,
With reference to the letter cited above I would like to submit the following for favour of your kind consideration.
Sending resolutions by the branch Associations is the age old recognized form of Trade Union action expressing the collective protest to bring home to the authorities the problems/discontentment. Hence, it cannot be categorized as correspondence by the said branch Associations.
AIPAEA, as decided in its Central Working Committee meeting held at Cuttack during the month of September 2011 launched a three phase  programme on the pressing issues of the Postal Accounts employees to draw the attention of the highest authorities for immediate redressal. Hence, I request you to kindly cause immediate action to settle the issues which are being brought to your kind notice through collective action.

2. AIPAEA/CHQ/11 Dated 24-11-2011 a/t DDG(PAF) on the engagement of retired officials on the lines of AG, Trivendrum. (AG letter is attached separately)
Sub:- Engagement of retired officials to overcome the shortage of staff and to  clear the pending works – Regarding.
Ref:- Admn.IV/Consultants/11-12/ dated 29-09-2011 O/o the Principal  Accountant General (A&E), Kerala, Thiruvananthapuram.
Sir,
    I would like to bring to your kind notice that the Office of the Principal Accountant General (A&E), Kerala has called for the applications from the retired employees of that office to work on contract basis on month to month basis for the maximum period of six months to complete the pending works. I am herewith enclosing the letter under reference for your kind perusal.
    I submit that due to severe shortage of staff the works like pension revision, C.C, A.C. etc are pending in all the PAOs. If the retired employees of the PAOs are engaged on similar basis till new hands are recruited, pendency can be cleared in a stipulated period. I request you to kindly consider this suggestion and issue similar order.

3. AIPAEA/CHQ/ 2011 Date: 24-10-2011 a/t DDG(PAF) on the Chennai officiating matter.
Sub:-Local Officiating arrangement by Senior Accountants in AAO cadre with the existing Grade Pay of Senior Accountants – Order issued by the PAO Chennai – Regardinng.
Ref: - O.O no. 123/Admn/EA I/ AAO (Offg) dated 14-10-11 issued by the O/oG.M., Postal Accounts, Finance, Tamil Nadu Circle.
Sir,
I would like to bring to your kind notice the order under reference for your immediate intervention. Senior Accountants of PAO Chennai have been promoted on officiating basis in the cadre of AAO, but without extending the Grade Pay of AAO i.e. Rs.4800/-. This means the Senior Accountant who is promoted on officiating basis will continue to draw the old grade pay of Rs. 4200/- or 4600/-(if the official got financial up-gradation under MACP). It is stated that this has been done in accordance with the PA (Wing) letter no. 201(16)/2010/PA-Admn III/1053 to 1083 dt. 02-07-10. But, I am sure the PA (Wing) letter has not stipulated the conditions laid down in the O.O. under reference issued by PAO Chennai.
The unstated reason for such a strange O.O. is that the PAO Chennai has applied the DOP order issued for grant of officiating Pay and Allowances to Selection Grade Officials to deny the Grade Pay of AAO to the Senior Accountants promoted on the officiating basis. On earlier occasion also the PAO Chennai has


attempted to deny the Grade Pay of Rs.5400 to the Senior Accountants who got III financial up-gradation under MACP. The PA (Wing) has brushed aside such interpretation as “unwarranted”.  Making such interpretations time and again will cause unnecessary mental agony and demoralize the officials besides revealing the contemptuous attitude of the Authorities towards the lower grade officials in granting the Pay and status due to them.
The above referred order states that “the Pay and allowances and pensionary benefits of the above officials in AAO cadre shall be regulated on receipt of required clarification from Directorate”. It means the promoted officials are denied their due grade pay and the official who is going to retire on 31-10-11 is not going to get his due pensionary benefits.
I request you to kindly intervene and see that such aberrations are avoided in order not to put the officials in difficulty and more to uphold the sanctity and confidence on the role of Circle Internal Financial Advisor.

Central JCA meeting on 3rd December, 2011
The implementation of the assurances given by the Secretary Post as a part of the strike agreement has been slowed down. Attacks are mounting day by day on RMS and other wings of Postal Department.In this background the Central Postal JCA is meeting on 03-11-11 at New Delhi to discuss and devise the strategies.
We should be very alert and ready to ward off any attack on the Postal Accounts. For this all the Circle Secretaries should activate the rank and file. The calls given by the CHQ should be implemented in letter and spirit. Every Development should be informed to each and every member. The third phase of the programme should be implemented successfully as discussed in the circular 55. All the Circle Secretaries should maintain regular contact with the CHQ.
In the last CWC held at Cuttack it was decided that every unit will remit the bonus quota to CHQ without fail. But so far only Bangalore and Raipur have remitted the amounts. I request all other Circle Secretaries to respond immediately. Monthly quota as well as all the previous due amounts to CHQ should be paid by the respective units. I have already supplied the receipts statement in the CWC. I have also posted the same to the units which have not attended the CWC. I expect quick response from those units to settle the dues.    
Circle Conference of Lucknow
Lucknow unit held its Circle Conference on 02-12-11. The conference was well attended and I have addressed and greeted the newly elected team under the leadership of Com. Indu Prakash Singh (President),Com. S.B.Yadav (Circle Secretary) and Com. C.K.N.Singh (Finance Secretary). I am attending the Study Camp at Allahabad from 04-12-11 to 06-12-11. I hope all the Circle Secretaries and All India Office Bearers will attend the Study Camp and make it a success.
Com. Manoj Saxena and Com. Sunil Panicker are the newly elected President and Circle Secretaries of Ahmedabad Circle. Com. Ramswaroop Gujar and Com.S.R. Meena are the newly elected President and Circle Secretary of Jaipur Circle. I wish them all the best and looking forward for further strengthening of AIPAEA.
